MSNBC host Joe Scarborough and his Morning Joe crew have been less-than-solemn of their remembrance of Forecasting Groundhog and alleged Bill de Blasio dropping victim Staten Island Charlotte, New York’s in poor health-fated counterpart of Punxsutawney Phil.
